The camera man needs to find another job.

That is a remote controlled camera. If you look at the top of it you will notice it lists the "Sectors" that it is currently covering. He is trying to control that camera with a joystick in a different building, and apparently the controls are a bit twitchy. Use some deductive reasoning and its quite obvious.
